The Buckwheat Valley Citizens Coalition (BVCC) has been asked to respond to the following:
QUESTION:
"If there was a proven need for the Badger Coulee line, would you support it?"
ANSWER:
"Yes, under the following conditions:
(1) The demonstrated need formula data within the ATC Application is verified by an Independent Energy Study, conducted by an independent energy consulting firm (approved by the PSC of Wisconsin).
(2) The ATC Application contains a Cost Benefit Alternative Comparison Analysis, verified by an independent energy consulting firm (approved by the PSC of Wisconsin), which demonstrates that the high voltage, high capacity proposal, is the most effective cost/benefit solution to the demonstrated need formula.
(3) That all prudent measures are considered within the ATC Application (and approved by the PSC of Wisconsin) to protect and/or avoid endangered and sensitive natural resources, and that all land that must be acquired meets current value appraisal compensation standards, and that all encroachments meet current Federal Park and State DNR approval standards.
(4) That a substantial portion of the above stipulations be included within the ATC Application, and made public 6 months prior to the ATC Application submission to the PSC of Wisconsin."
