The Buckwheat Valley Citizens Coalition (BVCC) encourages everyone in Wisconsin to participate in the American Transmission Company (ATC) Badger Coulee (BC) line "Open House" information events to be presented by ATC in several Wisconsin communities. ATC is in its "Information Phase" regarding its application process before the Public Service Commission of Wisconsin (PSCW). ATC is mandated by law to provide the public with information regarding the need for this $425 Million dollar high voltage electrical transmission line corridor. The final route has not been announced by ATC, but is expected to travel from La Crosse, Wisconsin, through the heartlands of our state, to an undecided location in Dane County, Wisconsin. This proposal will cost over $2.8 Million dollars per mile to construct and millions more to finance the project over 20 to 30 years. If the BC proposal is approved by the PSCW it could add up to 10% more to your existing electric rate payer bill for many years to come. The need for this BC project, and the resulting debt, must be proven by ATC to be critically necessary to the overall dependability of electrical transmission grids in the study area, and ATC is obligated to prove that the BC line will meet (unmet) high voltage demands that already exist within the BC study area. BVCC has submitted a "Five Question Challenge" to ATC and has asked for ATC's answers to be made public, in writing.
(2) Are there any critical, existing, constrained, and verifiable electric energy transmission congestion points within the BC study area?
(3) Are any electric energy consumption conservation plans included or evaluated within the BC study area?
(4) What statistical data demonstrates exactly how much verifiable, green, wind electric energy will be delivered within the BC study area?
(5) Why should electric utility rate payers pay for, yet have no ownership in, the proposed electric high voltage transmission infrastructure within the BC study area?
BVCC will continue to monitor this ATC-BC application process and, from time to time, make comments on this blog site. Please keep in mind that the first and foremost question should be "Is there is a need for this BC project?" Please do not get lost in the "not in my backyard" distraction devices. If there is a real need for the BC line it should be easy for ATC to demonstrate with verifiable facts and documentation that all of us can understand.
